Yes they can. Just find out his ring size and pick out a casting ring (a ring with no stone). Silver, gold, platinum are std choices. Any good jeweler can do it.

If you take it to a jeweler like Zales or Jared or Shane Co, no they will not put in a piece of stone that you bring in and they will laugh you out the door. Jewelers who do carry rainbow obsidian and are willing to put it into a piece of jewelry are going to be found at the local rock and gem shows. I don’t know where you are located but you can find one here in your area:
